The Oregon Revised Statutes (ORS) contain the laws currently in force in Oregon. The latest edition available is the 2011 ed (it comes out every 2 years) and is available online at http://www.leg.state.or.us/ors/. As it says in the preface, this 2011 edition does not include any changes to the laws from the 2012 legislative session.
You can search the ORS by subject, but tracing HB2801 to see where it is included in the ORS is would be fairly complicated. I would recommend consulting with the law librarian at the Benton County Law library. See http://www.co.benton.or.us/boc/law_library.php for contact information.
