Our library's Confidentiality of Library Record policy will be of interest to you. Our policy explains that yes, we are a public institution, but because of Oregon Revised Statutes (ORS) 192.502.22, our library’s circulation records are exempt from disclosure as public records.

The only time we would disclose such information is by a court order. However, since we do not keep a record of patron loan history, they would not have access to a patron's previous checkout history, only what is currently checked out. Just for the record, this has never occurred in this library.

We do not recommend it, but if someone decides they want to keep track of their loan history, they must fill out an application in order to have that option turned on in their account. By default, the loan history option is turned OFF.
